Okay. Flowey is basically a revenant accidentally created by science. He was a young goat monster named Asriel, who found a fallen human in the Underworld and immediately brought the kid to his parents and got them adopted as a sibling. They grew up for a little while, long enough to make a big impression on his self-identity.
Asriel and his sibling died in very short order; his sibling because Asriel, on request, helped them kill themself with poison. Asriel, because he did so to carry out their plan of absorbing their soul and using it to leave the underworld to get seven human souls and so destroy the barrier.
Unfortunately for Asriel, he didn't realize his dead sibling's soul would be able to possess his body to try attacking the very first humans they saw. He was surprised, betrayed, and horrified when he wrenched back control of his body and fled back to the underground, where the wounds the humans inflicted on him killed him shortly after recounting his story to his parents and any others present.
So the kid died, grieving the sibling who ended up betraying him. He woke up alone as a flower, and nobody came when he cried for help. He could still feel fear, and sorrow for himself... but he could no longer feel anything for anyone else. Most of his emotions were only about himself anymore.
And then, after he tried to kill himself, he discovered he had the ability to treat his world like a real life videogame, and reset it (bringing himself back to that flower half-life, and erasing everyone elses' memories.)
Being trapped in a videogame where people are predictable and you can't feel love for them... well, let's just say that Asriel--Flowey--didn't stick with any attempts to just live a bored existence. Instead, he treated the people around him as NPCs and toys, doing whatever he wanted with them over and over... and by now, he's reached a point where nobody is real to him but himself (and maybe his dead sibling).
